  • Distinguish 29 years, 7 months career in Law Enforcement with the Lopatcong Township Police Dept.  Retired after serving 15 years, 7 months as Chief.
  • Served through the ranks as Patrol Officer, Detective and Sergeant. Served over 20 years in a supervisory position.
  • As Chief of Police I acquired and managed multiple State and Federal Grants.
  • Took the Department into the Technology Age by bringing in record management and arrest systems.
  • Manage the growth of the Police Department due to the increase in population, businesses and activity in the Township.
  • Managed fiscally a multimillion dollar budget.
  • Lifelong resident of Warren County.
  • Married for 25 years with 2 children and 3 grandchildren. 

James Macaulay, Undersheriff

  • Lifelong resident of Warren County.
  • Raised in Phillipsburg, live in Hackettstown.
  • Distinguished 29 year career with the Hackettstown Police Department, retiring as Police Chief in October 2022.
  • Served through the ranks from Patrol Officer, Detective, Patrol Sergeant, Lieutenant, and the last 12 years as Chief of Police.
  • 25 year member of the Warren County Tactical Response Team.
  • Law Enforcement Medal Of Honor Recipient.
  • Serious Collision Accident Reconstruction Team Member.
  • Certified Police Training Instructor.
  • LSU Active Killer Instructor.
  • Married for 24 years with two children.

William R. Vine, Undersheriff

  • Lifelong resident of Warren County of Warren
  • Distinguished 31 year career in Law Enforcement with the Phillipsburg Police Department. Serving through the ranks from patrol officer, criminal investigation detective, narcotics detective, sergeant and retiring as lieutenant.
  • Served 25 years on the Warren County Tactical Response Team. Served in many roles including tactics trainer, element leader and finishing my career as Team Commander.
  • Certified trainer in many fields of police tactics.
  • Instructor with the Warren County Active Killer Training Program.
  • Married for 18 years with two children
